SULBAR MAMASA MESSAWA- Globalinvestigasinews.com,
The Polewali-Mamasa road section was first built (pioneered) by the Dutch Government in 1908 and was completed in 1918 along 94 Km ‘which connected Polewali as the center of Dutch government in Afdeling Binuang and Mamasa as the owner of Afdeling Binuang.

Since it was completed, this road section can be passed by 4-wheeled sedan vehicles in 1935 which the Mamasa people call OTO DAMMIN (maybe because the surroundings are made of glass so it is called dammin = mirror) which is due to the narrowness of the road at that time so that it determines the days when the car passes. one way to Mamasa and another day only from the direction of Mamasa (Prohesen). In the Dutch era, this road was also traversed by a telephone network which the Mamasa people called TALIKAWA ‘(iron wire) and when calling was called “te’tek talikawak”.

This telephone network extends from Dr. Polewali to the Vetor Mamasa office and there are only 3 telephone machines, namely at the Tastarahan Tumonga (Kalapadua Parengnge Office), in Messawa (Messawa Parengnge Office) and at the Mamasa Vetor Office.

This telephone network was destroyed and damaged by the Dai Nippon army in 1942. Some telephone network poles were still standing until the 1980s.

since the Japanese government to the beginning of the Indonesian government, this road section has never been repaired so that it is getting damaged and can only be passed by Four Wheel Drive (FWD 4×4) vehicles such as Willyz, Land Rover & Jeep Mambo (made in America) and Gaz (made in Russia) until 1973.However, due to the limited number of transportation vehicles at that time, some people used horses as a means of transportation, even when many people walked to carry groceries from Polewali. Another reason to walk is because walking from Polewali to Mamasa can be taken in 2 days, while if you take a car it can take 3 or 4 days.

When traversed on foot, the Polewali-Messawa Road 34 Km ‘is taken for 1 day. In the morning, Dr. Polewali departed and arrived at Messawa around 6 o’clock so that the pedestrians who usually walked in groups stayed at Messawa. Pedestrian lodgings are usually on the Kupa Bridge (which has just been completely rebuilt in 2020) and on the Katapi Bridge (near the Messawa Market).

pedestrians in the past always rested on the bridge because almost all bridges at that time were made of wood, so that the bridge’s wooden construction was durable, the bridge was topped with the shape of a traditional Torajan house (Banua Longa).

On the bridges, a kind of resting place such as a bale can be made to sleep on the left and right and at the end of the bridge is usually used as a place to cook by pedestrians.

From the house we can see directly at the Kupa Bridge which is often visited by people who bring dozens of dogs and stay there so it is very noisy at night due to the sound of dog fighting. the most creepy thing on this bridge is because it is also used as a stopover for people carrying the corpse especially at that time people still use torches as lighting so we are usually scared that we don’t approach the bridge when it’s dark because of the many ghosts.

In 1975, the Toyota Hartop car made in Japan was first used by Pdt. Van der Klisj and Pdt. Bransma (sorry if the name is mistaken) and the dealers used American-made Power Dodge cars until 1981.

The working visit of the Governor of South Sulawesi in 1980 to Messawa brought changes, he ordered the then Regent of Polewali-Mamasa, Mr. Hasyim Manggabari (sorry if he forgot) to repair this road section so that small 4×4 cars like Willyz and Gaz can operate again.

The most significant change in this road has started since the reign of the late Alm. Mr. Said Mengga, if I’m not mistaken, from 1983 to 1993 (two periods) at which time he himself led the road work from Polewali to Mamasa accompanied by Puang Print and Pak Bokkok.

Initially a Toyota Kijang type car only arrived at Lekke ‘, then the following year it arrived at Tumonga, the following year it arrived in Pasapa, etc., it was worked on step by step up to Mamasa so that in 1993 the road section from Polewali to Mamasa TUNTAS was paved with Macadam Penetration Layer Or Lapen who is the Mamasa org call it ASPHALT BAJEK CANGGORENG.The Polewali Mamasa Regional Government has always maintained this road section until 2002 so that Fa Litha buses and several 6-wheeled buses can operate to Mamasa.

Since the establishment of Mamasa Regency in 2002, the practice of this road section has been under the authority of the Mamasa Regency Government, which has just been formed as a DOB. APBD is so limited that it is unable to finance the maintenance of this road. As a result, the Lapen Asphalt is destroyed and almost nothing is left except 29 Km from Polewali to the boundary of Mamasa Regency.

The Mamasa district government was only able to build roads in Mamasa City with concrete during the reign of Said Saggaf, and even then the payment was paid to the contractor until 2010.

Entered into the Government of Mr. Obednego Depparinding In 2009-2011, the Sumarorong-Mamasa segment was patched up. then at the end of 2012 this road section increased its status to a Provincial Road Section so that the Provincial Government under Mr. Anwar Adnan Saleh’s administration allocated a maintenance budget that did not significantly change the road condition to be good due to budget constraints.

but in that year, the Polman Regency Government received an APBN-P budget allocation so that the roads within the Polman area could be built into good conditions with Hotmix / HRS construction.

In March 2013, at the inauguration of Suansa Airport, the youth and students of the Tandasau area held a large demonstration demanding the Governor to allocate the Provincial APBD budget for road construction from Sumarorong to Malabo. facilitated by Mr. Zainal Tayeb (Mr. Jenol), the Governor made a statement that he would allocate the Provincial APBD in the amount of Rp. 89 billion.

The story of the demonstration at that time was truly a history written by the students and youth of the Tandasau region. At that time they clashed with the security forces of the TNI and Polri so that several youths were injured in the head as a result of the impact.

At the inauguration ceremony of the airport, I was invited in my capacity as a customary leader so that I attended the event wearing full traditional clothes, sitting in a fitting chair behind the Governor, Regent, Kapolres, Dandim and other top officials suddenly Pak Dandim 1402 / Polmas stood up to leave the event. not long afterwards, the head of the police, Mr Yopy Sepang, also stood up to leave the event in a hurry followed by Yogie aide.

About 15 minutes later, through the Adjutant Kapolres and Sat Intel Kodim 1402 I was told to come but didn’t know where to go. I was flanked by the two officers heading to the entrance to the airport area, it turned out that after arriving there there appeared to be a clash between the officers and the demonstrators and standing at the forefront was Mr. Kapolres and Mr. Dandim himself.

I saw the stone floating out of nowhere because there were a lot of bushes in that place. I saw officers wearing riot suits on banana trees and young men in the North.

I entered the middle, then spontaneously the stone throwing stopped then came to several students / youths saying “sirua mo ya ‘, na Yogi tu dao na solan Kapolres o”. They replied: “Ready Pua”.

so at that time I also explained that there was already a Governor’s Statement to allocate a budget of Rp. 89 M while giving a photocopy of the letter to them and finally the demonstration broke up and I returned to the venue with the Chief of Police and Pak Dandim.

Our customary culture in Messawa-Sumarorog is that if there is a fight, fight or war and suddenly a customary leader comes to that place, the quarrels, fights or must stop otherwise the people will be subject to heavy customary sanctions.

In 2014, it seems that the Pemprov budget is Rp.89 AD nobody poured into the construction of this road section so Mr. Zainal Tayeb (Mr. Jenol) invited some of our parents (I have forgotten their names) to go to Makassar and face the Governor of South Sulawesi, Mr. SYL said that when the AAS Governor did not pay attention to road construction Polewali-Mamasa, then we Mamasa Regency will enter South Sulawesi. There were about 7 of us who entered Mr. SYL’s office but on the 1st floor there were hundreds of students escorting us to the Governor’s office.

There is 1 person whose name I remember is Mr. Soleman Puanglangi, SH., which turned out that in the meeting we all knew that apparently Mr. Soleman / Papa Yudy were in the same class as Mr. SYL at the Faculty of Law, UNHAS, so Mr. Soleman & Mr. .

Mr. SYL, who at that time was the Chairman of the Association of Indonesian Governors, immediately called Mr. AAS, the Governor of West Sulawesi and said that Dr. Mamasa’s family came to visit his office.

After that, Mr. SYL promised to help Pak AAS find funds at the Center for the construction of the Polewali-Mamasa road. he also said that Sulbar is the son of Dr. Sulsel so it is the responsibility of South Sulawesi to support progress in Sulbar. He was very polite and we were very impressed.

continued regarding the history of this road, That in 2015 the Provincial Government allocated a road construction worth Rp. 30s AD and the rest in the following year.

In February 2015, at the Public Works Service for Human Settlements, not Bina Marga, but Mr. Mamasa Regent, Mr. Dr. HRamlan Badawi, MH ordered me to make a complete proposal with presentation materials to upgrade the Polewali-Mamasa Road to a National Road.

It is really very difficult because the Polewali-Mamasa Road Section is not included in the National Spatial Plan, moreover this road section passes through protected forest but the Regent’s order must be carried out in the interests of the region.

Finally, I found 3 good reasons, namely:
1.mamasa is located at an altitude of 1,100 masl and is at the central point of the archipelago so that Mamasa is very appropriate to become an air defense area.

  1. Sumarorong Airport is the national authority so that the Polewali Mamasa Road Section deserves to be upgraded to a National Road Section.
3.Sumarorong airport can be developed into an Air Defense Alusista Airport when the Polewali Mamasa road section is in good condition.

Finally, in April 2015, we made a presentation at the Ministry of Public Works which was attended by the Director General of Highways, Ka. Bina Marga bintek and Head of Sub-directorate for Road / Bridge Planning at the Directorate General of Highways, which Pak Fajar has as the Head of Sub-Directorate for Planning are my friends, so he facilitates everything we need at the Ministry of Public Works.

From the Mamasa Regency Government, among others, the Regent (general presentation on Mamasa), Assistant I Dr. yacob Solon, Assistant III Mr. Nehru, Head of Mamasa Public Works Office Mr. Pampang Bone, me (technical presenter) and Mr. Tonglo, ST. as a computer / LCD operator.

One thing that is actually a bit complicated when viewed from a FORESTRY point of view is a question from Bintek about the protected forest area that this road traverses but I directly explain that Mamasa is in the middle surrounded by 7 districts namely North Toraja, Tana Toraja, Enrekang andPinrang in South Sulawesi and Polman, Majene and Mamuju in West Sulawesi where there are 3 entrances to Mamasa, namely from Polewali, Mamuju and Tana Toraja which all go through protected forests. When humanity is defeated by protected forests, maybe it is better if we go together to the President’s Bapal so that all the people of Mamasa Regency can find another place that is appropriate and equal to their hometown as a place to live coals. I was surprised at that time because the friends from the Ministry of Public Works gave applause. Ha ha ha.

After carrying out the presentation, the Head of Bina Marga Bintek Kemen PU Mr. Johny Manurung (incidentally my friend) said that we will deliver the results of this presentation in June.

we went down through the 8th floor lift to the lobby, with a group of local government we left. Dr. Loby then the Regent approached me, his hand on my shoulder and said: “uh, where to study so you can have an idea like that”. I replied: “I also don’t know the Regent, why suddenly talk like that”. (I am sure, the prayers of the Mamasa people who have suffered from the damaged roads for a long time, so God guided the tongue to deliver the things during the presentation)

In June 2015, the Regent conveyed to me that the results of our presentation were SUCCESSFUL because the Polewali Mamasa Road had increased its status to the Polewali-Malabo National Road Section, while the Malabo-Mamasa Road Segment had already entered the Lakahang-Mamasa road segment. in November 2015 the National Road Agency has carried out road construction in Messawa and Tok Pinus and since 2016 until now it has been built and maintained by the National Road and Bridge Office.

The Polewali-Mamasa road section in GOOD condition is our goal from the past because the BETTER this road, the better our authority will be. remember when this road was still damaged, we were always ridiculed by other people, even we ourselves seemed to harass the Mamasa people and the Mamasa government because the roads were in a mess.

Whatever roads we build, if the mindset of the people around the area is still underdeveloped, then surely the roads that have been painstakingly built by the government will be dirty, damaged or even destroyed due to the actions of those who do not know how to maintain public facilities.

Just imagine. This road section has been concreted and proper road drainage has been made but there is still standing water on the road as a result of the surrounding community not wanting the water from the road through the land to drain water into the river, even the culverts are deliberately closed so that the land where the water flows from the sewers tthe river became private land. The sewage water from the house is intentionally channeled into the road, even though on the other side there is a river that can be used as a dump. The drainage channel is closed to make it easier for trucks to pick up building materials so that water overflows the road body. building houses too close to the road makes traffic flow narrower. Make the road body as a car garage … etc. But in other places that are passed by this national road it is not like the one I mentioned above. they actually feel ashamed when the street in front of their house is dirty, especially if it is damaged then it is the same as wanting to be made an enemy of one village. They feel afraid of being hit by drunken drivers and feel uncomfortable because they are blocking road users, etc.

I hope the Polewali-Mamasa national road section will be in a GOOD condition for the sake of our interests and WIBAWA as residents of Mamasa District who are MAMASE.
